Oliver Thomas of Bupa urges a radical approach to finding a new funding system that will meet the demands of the growing numbers of older people in England. "Most local councils are already feeling the pinch and not raising the fees they pay care homes. This clearly cannot go on if we want to continue to provide quality care for older people. Our research shows that more and more older people will need specialist nursing care for conditions such as dementia and Parkinson's. They have the right to expect quality care to be there when they need it and that has to be paid for. Some form of partnership between the state and individuals is the best solution."
